

The procedure of granting political asylum is determined by legislation now in force, which stipulates that in case a person asks for granting him political asylum due to persecution in his home country or in a third country on political motives and political considerations, and this does not contradict general foreign policy ideology of our country, such requests are examined, and relevant decisions are taken.
Earlier, such decisions were taken by the Presidium of the Supreme Soviet, but at present, the President takes the decision, subscribes and prepares the Foreign Ministry for following the procedure.
Edward Snowden chose Hong Kong with good reasons. Hong Kong enjoys significant autonomy, but this is mainly financial autonomy. Politically, the upper hand belongs to the Chinese government rather than the government of Hong Kong.
