Those registering to attend the Oslo Magnitsky Hearing hosted by the Norwegian Helsinki Committee on Wednesday November 22th, are provided with "The Magnitsky Dossier”. It is described as "a collection of documents for explaining the Magnitsky case and giving reasons for democratic states to establish Global Magnitsky Sanctions.”

According to Andrei Nekrasov, who has confirmed his participation, he did not receive the dossier.

It should be noted that materials purporting to objectively represent the Magnitsky case appear to come mainly from entities, persons and sources linked to William Browder. One of the points "The Magnitsky Act – Behind the Scenes” makes is that even the authors of the Council of Europe’s Magnitsky report relied heavily on Browder’s sources. The Report is included in the "Dossier”.

On page 125, the author of the Dossier – presumably NHC – states: "The film is designed to perpetuate Russian government disinformation about the Magnitsky case for a Western audience.”

No justification for such a claim is provided. The Dossier goes on to present what it calls "false and defamatory allegations about Sergei Magnitsky and Bill Browder” on behalf of the film, and "rebut” them.

Instead of allowing the film to speak for itself, NHC interprets the film’s findings (calling them false and defamatory allegations) in the way it sees fit for the "rebuttals”. The makers of the film do not agree either with the way the film’s findings are interpreted, nor with the versions of facts and events presented as rebuttals. The combination of such falsified "allegations” and their rebuttals represent a malicious attack on the film and preventive manipulation of the unsuspecting audience ahead of the hearing.
